I am sorry but the file wont open

I don't know where else to look but I need to know is there a law on how many cats someone can have in their household? I only have one that is mine and stays indoors, but some cats have had kittens in my garden so now I feed them. All together theres about 10, there don't do any harm they just live around my house.

One neighbor complained about them going into his flowers, so I bought him some cat repellent.
But I don't want him to call the (pound?) to take them away & put them down.

I cant have them in the house, is it legal to have so many cats in one household?
